Default Anyone with an E40 ECM?

I had someone put a meter on his E40 TPS circuits (green and purple wires on the throttle connector). TPS1(green) is reportedly steady, but TPS2(purple) oscillates by up to 10% on the meter. This occurs both with the connector attached to the TB and disconnected.

Looking for someone else with an E40 (see vehicle list below) to confirm whether or not this is normal. Has anyone logged the TPSV PIDs on an E40? Or can someone unplug the TB and put a meter on these pins of the connector? I am not seeing this on my E38 or E37. The car in question is modified with the ECM relocated inside the car, so I don't know if this a wiring/ground issue, an ECM issue, or normal.

The E40 schematic shows both TPS circuits pulled low when disconnected, but he is seeing TPS2 bounce back and forth between 4.7 and 4.0V.

My E37 unplugged TPS2 is a steady 4.88V, TPS1 is 0V.
