Default Electrical Problems

I have a 97 Tahoe. I let my brother borrow the truck and just got it back after a few weeks. After he dropped it off, he said that I need to pull the fuse because the cluster lights stay on after the ignition is off. And the Viper alarm will not start the truck anymore. It will unlock and lock the doors, but the remote will not start the truck.

Can someone point me diagnose the problem?

I have checked all the fuses inside the truck and they are good.

sounds like a possible brain going out if everything else works but the remote start feature. I dont know about the gauge lights though. Maybe try unplugging the alarm and see if that is what is making them stay on.
