Default Chrome Ruined?

Kind of hard to tell in the picture but this one wheel is really spotty and dirty. It's a lot worse than you can tell in the picture. I guess I went too long without cleaning it. The other 3 came out alright but is this one still salvageable?
Tried McGquire's and Armor All but no luck.
Any suggestions?

And yes I did buy another Lug Nut, but I can't remember where I put it.

Edit: Added better pics

No. Seems I should be able to get it cleaner before I start polishing. The other 3 are in better shape.

Use a buffing compound (aggressive one) and hand buff it, then polish and wax, should clean up!

It's possibly from salt. I live in oklahoma and haven't washed them after a few snow storms.

I think i used a 3M perfect it rubbing compound, just used a soft cloth (PRESS TO HARD YOU WILL GET SWIRLS JUST BE GENTLE) Then a nice chrome polish, what ever you feel works, then i wax just to help with the brake dust removal haha.

I know it sounds weird, but how does the surface feel?
