Those are the 2 different styles. The top is the "Patriot" cutout.

That spring to keep it closed is a nice addition. All cutouts seem to rattle after a while when closed, so that spring should prevent that. Actually I don't think my 5" one has that feature, when did yall start doing that? I got mine 2-3 years ago.

 

The spring has only been implemented on the new style cutout. We first rolled that cutout out a little over 6 months ago i believe.. And yes you are correct it helps with them wanting to rattle open.
