Is it possible to take the front end fenders and all off a 2003 Tahoe and put it on a 2009 Tahoe

i mean it is possible...
just not likely for the amount of time, money, and lots of fabrication it'd require.

and based on the section you posted in, at least you weren't trying to put it on an S10 or something.
