Default lifter wont collapse

I am ready to put my engine in my truck, and decided to adjust the lifters while it was on the engine stand. Well 15 of my lifters adjust properly, but I have one that won't adjust down right. It is like a solid lifter. The lifters are all new. I turn the lash down to zero, and go 1/2 a turn past as comp suggests. When I get to this one lifter, it is extremely hard. All the other lifters you can feel the spring inside of the lifter, but not this one. What can I do? Do I dare just install it that way?

Well I'm not sure why, it 15 of the lifters bled off their prime, and 1 didn't. I turned the engine.over so that valve was at peak lift, and it bled off. I guess it is just me worrying too much.

Just for peace of mind if you dont feel comfortable with it, just buy 1 new one from TSP or something while its still out, last thing you want is to kick yourself for not following your gut. Been there, done that.

It must have bled the other lifters out from turning the engine over. It is exactly the same as the others now.
