Are the AC Delco tensioners just rebranded Gates tensioners?

Not to my knowledge but those things change. I have seen gates use a flat spring in place of the OEM round coil spring and it caused issues, but that was some time back and I can't remember what the application was.

Sometimes... There have been a few that were identical to gates on several platforms across the gm lineup and then others they were definitely not the same.
