Default Sticky parking brake pedal

As the title says, my parking brake has recently been very sticky. I had to replace the release lever cause it was about to break, but that is the only thing that I can think of that changed between the pedal working and now not working. Prior to that, the truck sat for about 2 months or so, but besides checking for proper operation of the new release lever (which is working fine...) I'm not sure what else it could be.

I can pull the pedal up with my foot after pulling the release lever, and most of the time it travels nice and smooth but not under its own power. As far as I know, any and all springs under the dash that might keep the pedal under tension are still intact. I also tried greasing the mechanism under the dash in case it was all due to friction.

Any other ideas? Could a cable under the truck have gotten rusty somehow and thus create a lot of friction?
