Frozen parking brake

Not a gm, but my dad had a durango sitting in his garage for over a year with a blown head gasket. Finally got it fixed and the parking break is frozen. What is the best way to loosen it up? Thanks.

but seriously, it depends where it is frozen and what kind of e-brake it is (not familiar with Dodges). If it's a cable or a bell crank that's frozen, you may have to disconnect the cable. If a shoe is frozen to the inside of a drum or something along those lines, you might get away with hammering on the face of the drum/rotor (in between the lug area), and it may loosen up. I wouldn't drive it though until it's un-siezed, as it will generate alot of heat and possibly cause damage.
