Still... they wear out. At this point in the game, it's worn out. Also, that page is not very explicit as the "defective" steppers affected a limited range of years and vehicles. The website is actually owned by a repair shop and they're out to get money...they don't mind misleading someone into believing that every GM vehicle has bad steppers:

...owners and lessees of certain 2003 to 2005 General Motors vehicles with allegedly defective speedometers...

...If your vehicle is within 7 years or 70,000 miles (110,000 km) of the  date it was first placed in service, GM must replace the instrument  panel (parts and labor) for free.
 If your vehicle is between 70,001 miles (110,001 km) and 80,000 miles  (130,000 km) of the date it was first placed in service, GM must  replace the instrument panel (parts) for free. Any labor costs will be  the responsibility of the vehicle owner.
 If your vehicle is older than 7 years or over 80,000 miles, you no  longer qualify for the special coverage adjustment and must seek  alternative means of repair...
The stepper isn't the only reason the cluster fails, either. Many times the solder joints on the odometer fail (99-02 used a hot film display, causes heat stress to solder), or the harness connector solder joints develop cracks.

it was a joke initially

It doesn't take an expert to diagnose the sticky steppers

Worn out or not they are defective before they should be.

Also I've had the power supply flake out and entire dash go dead. Had to pull the fuse and reset and it was fine.

Bottom line 03-05 clusters suck.

No worries. I don't disagree that the 03-05 clusters are unreliable. I've replaced plenty of them.
