Default TB to valvecover vents?

I have a DBW TB and a cable TB. The cable type has the vent rite into the TB. The DBW TB has the vent off the manifold, not the TB its self. Both of them go to the valvecover, Is there a reason for this or just 2 different designs? Could I just get rid of the vent on the DBW TB and epoxy the hole?
I quess the vent hole in the DBW TB is only a vent and has nothing to do with the IAC. Any thoughts guys? I know the cable TB has a IAC solenoid on it so it has another hole in the top besides the vent.
