Post need build advice 5.3 lm7

i have lm7 99 model in Silverado regular cab, i want to upgrade it for FI and want it to be capable of handle anything I through at it. I have multilabel questions for my build, FYI it will be DD and offroad. and the budget at max 14k.
1- should I upgrade my internals to forged or gen IV will be good.
2- what turbo setup is best for me. ( I would prefer almost instance boost)
(the camshaft I need it to be smooth as stock I think ls2 or ls3 camshaft is what I need)
hp goal 400-500rwhp
best fuel I can get is 91.

if you suggest something please write your reasons to pick whatever you picked
thanks,

Gen IV is fine for those goals.

You can get an aftermarket cam that will be smooth and provide better gains.

Make sure your tranny and rear are up to the task.

Anything with -20* or less overlap @ 0.050" lift should be capable of being tuned to idle like stock with the idle airflow and timing tables properly adjusted by a competent tuner. You could probably get away with a little bit more if you're willing to bump the idle rpm up along with the other adjustments. Summit 8727R1 200/205 113+ 4 .550/.550 or CamMotion 5.3L Stage 2 206/210 115+5 high lift .553/.553 fit the bill (both are available thru SummitRacing). Either would be better than the LS2 camshaft.
