Efan Problem

Hey all,
I've been having a problem with my efans, Whenever i run my ac in stop and go traffic my engine starts heating up. I parked and open the hood to find out one is not working at all. Now i thought that it was a bad fan but on other occasions the fan works fine (when i checked the ac was off). I've also noticed that I'm getting around 10-11 volts with the ac on. Now i bought the overdrive pulley for the alt but I've been lazy and haven't installed it. My question is could the lack of power be causing the fan to not work at all/relay not open?

the relays are good? when you turn the ac on the fan(s) should come on high, no matter if its a cold start or youve been driving for an hour.
i had a problem with where my A/C relay was connected to and it would over heat the relay and shut it down. rewired it and bam, its good to go.
