Different HP in LQ4?

Was reading some info on the 6.0 on the GM website and was looking at the different HP rating for different Vehicles. Why is it the HP different? Everything physically is the same, right? The only thing I was thinking is the tune. Is this what makes the difference? I am just wondering.

325 hp (243 kw) @ 5200 rpm (Sierra Denali/Yukon/Yukon XL, Suburban)
315 hp (235 kw) @ 5200 rpm (H2) (revised 12/17/03)
300 hp (224 kw) @ 4400 rpm (Savana/Express, 2500 HD and 3500 Sierra and Silverado equal to or greater than 8600 pounds GVW)

Its in the tuning. Im pretty sure thats how they cracked another 25 horse out of the LQ4. Unless they put the LQ9 in and detuned it a bit. Which I doubt.

I think all of the heavy duty vehicles with 6.0 are tuned more conservatively for towing loads. (vans and HD trucks)

i went from a stock 2000 2500hd 6.0 tune and it put 230hp to the wheels and then put in a tune for a 2003 ss and then it put 250 hp so id say its in the tunning. damn gm they detune the crap out of them for emissions and ect...

I heard that the de-tune for the vans and pickups was for noise (driveby standards). That they limit the rpm more than the motors in the Suburbans (and such) to comply. Don't ask me why the other vehicles can get away with it. Maybe they've got more noise dampening materials, or the limits are different, I don't know. But I was lead to believe it was all about compliance with Federal guidelines / Standards.
