Dodge fuel rail pressure spike

Need an inline fuel rail pressure regulator for 2005 dodge cummins. I have a edge cts programmer and once I installed 200hp injector nozzles I can't run on level 4 cause it causes fuel pressure to spike and hang at 15,000+ psi. Any suggestions?
