Id say a tuner and cold air kit would the best bang for the buck mods. I have the xcalibrator from mike troyer at troyerperfomance and love it on my 03 Lightning. I had a flip chip from him on my 97 4.6 and also loved it.

I have a custom tuned hand held programmer tuned by Mike Troyer at troyerperformance. Check out troyerperformance to see if there is something that you like.

dont know what it ran in the quarter because we dont have a track nearby. All we have close is a 1/8 and it ran a 9.67 in the 1/8. At the time I had pacesetter headers, superchip flip chip, true dual flowmaster 40 series, ported throttle body, and a home made cold air kit with a k&n filter. I know it would have dont better later on because I added msd replacement coils and flex a lite electric fans. Traded it in on the L before I had a chance to get back to the track.
