Have you physically checked the overlap? Might be time to break out the dial indicators and the degree wheel. Just a thought.

No restriction on the intake side? Intake tube? Air box?
I know it sounds silly..... But I had the same issue with a mild 6.0L and TVS1900.And it was the stock air box that couldn't keep up with the demand of the engine above 4000RPM.

yeah i have a 5.3 tvs1900 1 7/8 ARH
224/230 lsa 114..making 7ish no pulley swaps or anything

seen that happen before! rag settin in the intake manifold while settin up carb. put the carb on to check fitment, got bolted down without thinking, it ran but damn did it miss and sputter bad. didnt get sucked in though!!

hope you get this figured out. why not try pullin the air box out. and if a little time spent is alright why not swap to a stock cam quick. i think you would hear it if the cam was that badly ground to make this happen

Has anyone tried calling Magnuson, or blownchevy, to see what they can come up with?

Good idea. My next guess after all the suggestions would be to check the rotor clearances in the housing and to each other. It is possible Maggie sent out a bum unit. Doesn't matter how great they are mistakes happen
