Is it possible? Yes.
However, the Vortec 350 wouldn't be a good choice as far as engines go to turbocharge. As far as I know there aren't any turbo kits for those engines in the Silverado. You'll also run into problems with the fuel injection system since it uses a rare type of injectors that have no real performance replacement. Honestly, if I were you, I'd look into a Gen III/IV swap or a Vortec 454 swap.

Like rhinosarge said, the LQ4 would probably give you the best numbers per $ spent. However, even an LR4 would probably be leaps and bounds over your Vortec 350.

How much money is it gonna cost and how hard is it gonna be are really a couple of loaded questions. I mean hell, my 1989 project went from a simple Vortec 454 and 4L80e swap to a full blown prerunner project. Things can really get out of hand quick.
Download this PDF it will give you a basic outline of a LM7 into a 1996 Tahoe which will basically be the exact same as what you will be doing.
Another thing you'll have to decide on is a transmission, you could use your stock 4L60e, or, you could upgrade to a 4L80e. I suppose the deciding factor should be what you plan to do with your truck and how much power you want.
Either way, that PDF should get you started. If you have any questions post back in this section or send me a PM. I've got the actual four volume shop manual for the 1998 trucks at my house and can hook you up with any info you may need.

Just use the search feature, there is tons of turbo builds with all kinds of info and pictures. If your new to engine stuff I really wouldn't recommend trying to put on a turbo on your truck. Its not something that you can just throw on and forget about. I seems like I'm always tightening clamps & checking for leaks. If your wanting something that is easier to install with good power potential you might look into a magnacharger or procharger. Parts wise your going to spend around $6,000 for a turbo kit with other supporting parts and a transmission.

Tons of turbo builds, yes. However, there really aren't any Vortec SBC turbo builds on here, or any other forum, that I have seen.
