98 center High mount brake light not working

98 center High mount brake light not working
need help, the switch at the brake pedal works fine, both brake light on bed work fine. 3rd brake light doesn't and neither does the cargo lights. Bulbs have been replaced, then the whole unit with LEDs.
Also will a 07 1500 back bumper fit on a 98 1500?
