Exclamation 04 Caravan no Pedal

On 3 instances my sister's van won't come out of park (shifter won't move) and at the same time the throttle doesn't respond.
She turns it off and back on and it's back to normal. I was thinking maybe a bad throttle body would cause the throttle to not respond (if it's not DBW). but the shifting portion i'm not sure. And why they both do this at the same time.

Any suggestions

Crossed my mind too.
Any idea why it would affect the gas pedal not working?
