thank you , it was disabled when it was programed . im thinking if i should use the pinout for 12280411 ecu instead of the 03 silverado it does vary in some pins ground and voltage . cause it does crank over most vats issues to my understanding disable switch and starter .

12280411 is not compatible with 2003 SS you need to use 2001 0\or 2002 wiring. for that ECU

Has this EVER run since it was cobbled together like this?

Im going to go out on a limb and say No.

I'm on the same limb until told otherwise. Which is why I asked. If not, he doesn't have a "vehicle"; he has a pile of random mismatched possibly incompatible "vehicle parts" that he has no idea whether they may or may not play together well in the same sandbox. Meanwhile he's COMPLETELY barking up the wrong tree, thinking that finding out what sheet metal his castings were originally wrapped in, is going to help this ... stuff ... assemble itself into a functional engine. He doesn't even know FOR SURE that it's a LQ9, since all he seems to know about it is the block casting, and the same one was used in both LQ9 & LQ4. Not that it matters all that much to getting it to run - all the external stuff for either of those, or a 5.3, or a 4.8, are all interchangeable anyway, as we all know, although he doesn't seem to - butt until he gets off of his "what engine is this" kick, this project isn't going ANYWHERE.

A MUCH more productive approach would be to buy a wrecked 06 truck with WHATEVER engine (as long as it's a V8), and gank all the wiring, ECM, electric fan, intake, TB, TAC module, gas pedal, etc. out of it so that he has a KNOWN COMPLETE engine management system all together in one place, and START OVER on that part of it. Instinct tells me though that he's not going to like hearing that and is gonna argue up one side and back down the other about how trying to sort through this random puzzle he's got, one little tidbit at a time even when he knows nothing about how it all goes together, is A Good Idea, all while this thing remains a useless garage ornament. Butt we'll see if enlightenment comes to him.

Or go holley and fuck all that extra noise

Yup, that'd work too...
