Default 03 lightning no cats need a tune?

I'm asking for my friend. He has an 03 lightning and wants to know some opinions about removing his cats. Will he need a tune? Obviously a tune would help but he's wanting to know if he can get by with out one? Thanks

He could use spark plug anti-foulers on the rear sensors. I've seen it work.
