Should 04 2500HD cluster in a 03 1500 gauges work without programming?

Default Should 04 2500HD cluster in a 03 1500 gauges work without programming?

I have searched the internet for a bit and have not found a clear answer. I have a 2003 1500 with a cluster that does not have a trans temp. I found a 04 2500HD cluster with trans temp gauge on craigslist (gasser - 6k tach). I met the guy and did the swap in the parking lot to make sure it worked. I was just going to plug it in (noting my mileage on old one and the mileage on the new one) and get it reprogrammed later. I plugged it in and fired up the truck. The gear selection, odometer, hours, etc worked but none of the gauges moved. Is this normal because it needs to be reprogrammed or they should work 'as is' and they were probably broken? I passed on the deal since I was expecting all of the gauges to work without any programming. Did I make the right choice?
