Default oil filter bypass valve function

Hi, wondering what the bypass valve in the filter housing on the block does exactly? On lq9 engine. And if it's not operating correctly could it cause low oil pressure on a cold engine

mine was stuck and I wouldn't get any pressure.
took the filter off and pushed it in and out a couple times, problem solved

Alright. I pushed mine in and out it seems fine. I have low oil pressure when engine is cold.
