You can use either the Blue wire switched to Ground OR
the Blue/White wire switched to +12V. You only need to use one of these. This just turns on the unit.

I think I got it now. I set 3300 rpm switch on push gas same time brake on. I feel like shuddle or small skip like miseries. I turn switch off. Rev smooth. Was 2 step control when hit 3300 rpm feel like skipping miss firing something. normal?

Yes, when properly installed and "armed" the 2 step will cut the coils ability to produce spark, causing the motor to feel like it has terrible misfires or shudders. When the "arming" source either Brake switch (12v) or clutch (ground) switch is removed from the 2 step, the coils are energized and produce spark to all cylinders smoothing out the misfire sensation, and allowing the motor to rev. As normal.

Also you can check the 2 step for proper function by looking for the red led on the side of the box where the RPM dials are. The LED only illuminates when armed
