Tr220 cam, good intake long tubes and 3" pipe will get you 380-400 more if you trow a good set of heads...you can do e-fans and a ported TB .. a dyno will give u the best results and you email tune you wont get all the performance

You will need a stall and minimum 3.73 rear end your 4l60e will be fine with transgo kit you can find guys here running this tranny with mild cams you just need to make sure yours shift are firm and get a good oil cooler.

With everything in my sig, im making right around 330hp. With a healthy cam, some nice CNC'd heads, intake manifold, built trans, torque converter and the right gears, you should be able to push 400rwhp.

If you don't want to go s/c or turbo; you're better off going with a 6.0 and a cam swap.

Gonna need some trans work also, regardless of what you do.

The only way you are gonna make it happen for that price is nitrous, the trans is another story. As stated, for the price you are looking at your best bet is gonna be a cammed 6.0 and some mild trans work (shift kit etc.) You still wont be at 400 rwhp but it will get you allot closer with that buget in mind.
