400 to the wheels with a LM7 would take a lot more budget than you are talking about. They only put about 200-230 to the wheels in stock form. Even with boltons and a big cam you will be stuck in the low 300 range. Add heads and everything done just right and good weather you might put 400 down to the wheels. On your budget I would do the following.
eBay intake $60
Magnaflow muffler $100
Fbody efans or late 90s ford windstar efans $40
cam kit $650
A good tune (trade labor to friend)
With all of that you can expect around 300rwhp

400 to the crank. Im not going nitrous. And ill worry about the converter i just need to know what stall i need. I have looked around for different cam selections but when it comes down to it, what is going to kill milage and what is going to need more motor work

Base the stall off the cam, you are going to sacrifice some mileage with any cam you run, kinda the nature the of the beast....most cams youll be fine at 400hp with a stock bottom end, any cam is going to need a valve spring swap whether its to 918 or duals depends on the lift....

Pushrods, would at least go hardened on, but you may need a different length than stock depending on cam. you could just use the ls6 springs depending on the cam, but 918 at least are probably going to be recommended with the cam thats going to put you where you want to be... Youre probably looking at cam to get you where you want to be in the 580-600 range for lift, and probably between 210-220 duration... (I am not cam expert, by any means, and cam specs kind of escape me, so please dont take that as gospel, i may be way off!) but you may even want to look into a dual spring...
