How big is your wallet?
It's going to take a large chunk of change to make that horsepower from a 350. You may want to bore it out to like a 383. For sure some cylinder heads, intake manifold, headers, pretty aggresive camshaft upgrade will be wanted. Tuning will be a challenge too so don't forget that part of it.

I aint gonna take that much money. The 350 has been around for what, 150 years now or so. lol There have probably been more 400 horse 350's built than any other engine on the planet.
Before you start buying parts, you need to eliminate all of the things on that 97 that are going to prevent your goal first. Once you have done that, then you can concentrate on what parts need to be bought. If it was me, the first thing I would be throwing in the trash can are the factory EFI system and intake manifold and the entire exhaust system.
GM's iron Vortec heads are actually a very nice iron head for the money. With a little work they will support 400 horsepower. Get you a nice cam shaft that will peak power around 6500 rpm or so and an EFI system that you can actually tune. A nice set of long tube headers and a dual 2.5" or single 4" exhaust and bam, you should have 400 horsepower.

The 3.75" crankshaft upgrade would help you reach your goal very easy, but you'd have to add a couple thousand to your budget.
