Your injector pulse width voltage adjustment table is likely too high (injector dead time settings), causing more fuel to be injected than the PCM is expecting.

why would it only do it when coming to a stop? once it sits at idle it goes to 14.5-14.7.

Coming to a stop will often have lower pulsewidth than idle, as you're in greater vacuum.

Do you mean the injector offset voltage table? My numbers are the same across. For example the 13.0volt row is .4730.

Checked my pw's the lowest I saw was 1.5ms but only twice in 30 min log most of the time they remained in the 1.8ms-1.9ms. I would have thought these had to be below 1.5 everytime to act goofy.
