Was it snowing? Or were the roads covered? It's been a few years since I seen the white stuff, but it did seem like my headlights weren't as bright when it was all white out. maybe some kind of optical illusion? If his charging system was fine and he hasn't done some kind of backwoods mods to his electrical system, I would have it checked out. Are his lenses very faded and dingy?

The older 94-01 dodges had a terrible problem with leaking. Almost every 94-01 dodge i've seen has bad oxidation inside and outside of the headlights. My girlfriend's truck took me forever to do and even my buddies 2003 started to do the same thing. Glad to hear it wasn't that.

You notice it on those years because they are older, thats all. ALL vehicles with any kind of plastic lenses will get yellow and fade with age, just the nature of the beast unfortunately.
