We talking completely stock down to the air filter here??
I could see that if you have a heavy foot, haul alot of stuff or put some huge insanely heavy tires on a truck that never see's the dirt.
Without knowing more I'd say, change your driving style, do 65 instead of 75. No fasts starts etc etc.

how many miles on the truck? my 2500 HD was getting around 10.5 mpg at 180,000 miles. I did a tune up and my last road trip averaged 15mpg. on 32" BFG tires.
look at the typical stuff. tire pressure, clean air filter, and foot control goes a long ways.
the magic spot for all of my Silverados seems to be 1,900 rpm highway. anything over 2,000 rpm is drinking gas and doesn't get you there much faster.

give it some break in miles. my daily started out at 24 avg mpg new and after 25k miles it's getting 27mpg.
until then try 34psi in the tires and drive it like a prius. that's the only way to get a heavy turd with a big motor and power robbing drivetrain to get decent MPG.
